As the largest producer and supplier of electricity for industrial customers in Thailand, the most material aspects are considered important factors for Glow to obtain a “social license to operate” from our stakeholders. By mapping our value chain and engaging our stakeholders at all levels, we can identify the aspects that are most important to our business. These most material aspects are the elements of our business requiring our greatest focus.
In 2017, Glow Group was included on a number of sustainability ?rankings and indices, such as the Thailand Sustainability ?Investment (THSI) 2017 list; the ESG100 list, a ranking of companies ?with strong Environmental, Social and Governance practices; the FTSE4Good Emerging Markets Index; and Thailand’s Top ?Corporate Brand Values. Our sustainability practices are one of the reasons why Glow’s brand value was the highest among SET’s listed companies in the Energy and Utilities sector.

We have made significant progress on our sustainability journey in the course of 2017, and we have achieved a number of significant milestones, including those in our low-carbon development effort.
We have made good progress on our Chonburi Clean Energy (CCE) waste-to-energy project after signing the Power Purchase Agreement (PPA) in February 2017. We are targeting to have our CCE waste-to-energy plant operational by 2019. This industrial waste incinerator plant will be the first of its kind, and it will play an important role in the responsible treatment of waste in the Eastern Seaboard.
We also signed our first PPA’s for Rooftop Solar projects with Michelin. These projects, though individually small, plays an important role in promoting use of renewable energy in the ?generation mix in Thailand.
Our 2017 performance on our key safety and operational KPI’s has been excellent. Our teams should be particularly proud that, while having carried out very significant maintenance activities, they have been able to preserve our perfect safety record. Our post-outage availability levels have generally been excellent across our fleet.
We also continue to reap benefits from our “SmartSave 2018” program that focuses on the optimization of our procurement activities and on identifying other “smart” savings in operating costs. Initiatives undertaken in the context of this project do not only improve the company’s performance; they also help all relevant external stakeholders to improve production efficiency, reduce operating costs, reduce losses and hence reduce pollution.
Since 2015 in the United Nations’ Sustainable Development Goals (SDGs) have inspired nations and companies to develop in a ?sustainable manner Our CSR activities, such as Solar for Schools, Marine Conservation and Habitat Restoration, Reforestation, are not only supporting what we have proposed in our environmental impact assessments, but are also supporting SDGs.
We have continuously reminded our staff of our anti-corruption effort and maintained the (level 4) certification under the scheme of “Collective Action Coalition Against Corruption” (CAC).
Glow Group power plants in Map Ta Phut complex also received the greenhouse gas emission reduction awards of 2017 from Thailand Greenhouse Gas Management Organization (Public Organization) in three categories, including Carbon Footprint for Organization (CFO), Thailand Voluntary Emission Reduction Program (T-VER), and Community Green Community Support Program. Receiving these awards is reflective of Glow’s strong commitment toward greenhouse gas management in accordance with the national and international standards.

Furthermore, Glow identified 13 other relevant aspects that are important for Glow to meet different levels of stakeholders’ expectations in three areas: economic, environmental and social.
Energy conservation for new generation
Our ambition towards clean energy sources resonates with our CSR activities. Glow launched the 3rd “Energy Conservation for New Generation” project to encourage university students to identify innovative ways to use alternative fuels that contributes to the society they live in. For the projects selected in 2017, please refer to section “Livelihood of Local Communities”.
Solar for Schools
Glow’s corporate social responsibility team inaugurated the “Solar for Schools” project in 2014 with an ambition to make electricity accessible and affordable to people in the remote areas that are not covered by PEA’s distribution network. The team had cooperated in installing solar electric systems and energy-efficient lighting for schools and childcare centers in the area around Thailand-Myanmar border. For the projects selected in 2017, please refer to section “Livelihood of Local Communities”.
As part of our aim to continuously improve our customer service, Glow is continuously maintaining and improving the efficiency and reliability of the power plants. To measure the performance of the cogeneration plants under SPP contracts, Glow’s System Optimization team annually reports both electrical and thermal cogeneration efficiency to EGAT. EGAT expects an electrical efficiency that is greater than 45%, a thermal process that has an efficiency greater than 10% and Primary Energy Saving (PES) capacity that is in line with the SPP contract. If our efficiency is lower than the stated efficiencies, then our prices will be impacted. Glow’s Operation and Maintenance Team monitors, maintains and improves the operational ?excellence and effective maintenance in order to supply quality products with high power plant efficiency. Continuous focus on reliability is fundamental in our aim to satisfy and retain our existing ?customers, and to attract new customers. It is our commitment to provide reliable products to our customers by continuously supervising and maintaining our facilities, including our transmission, distribution system, and steam piping network covering the entire service area in accordance with the best engineering practices.
Supplying reliable and sustainable energy are central to our vision. It is one of our aims to provide ?reliable energy to both Electricity Generating Authority of Thailand (EGAT) and our industrial ?customers. We believe that operational efficiency and reliability of our power plants not only reduce our costs and improve our financial performance but also contributes to conserving resources, protecting the environment and minimizing our impact on the global ecosystem.
Customer satisfaction is fundamental as we strive to maintain business excellence and increase and solidify Glow’s good ?reputation to retain customers and to attract new customers. We aim to avoid unplanned incidents and to eliminate unsafe ?conditions at our plants.
To ensure a continuous utility supply, all cogeneration facilities at Map Ta Phut are interconnected and further enhanced by a back-up supply from the Electricity Generating Authority of Thailand (EGAT) for power and by package boilers to support our steam supplies. In Siam Eastern Industrial Park (SEIP) our two cogeneration plants are connected and supported by fast-start gas engine units for peak supply. As in Map Ta Phut a back-up power agreement with the Provincial Electricity Authority (PEA) provides the final element of security.
One key challenge with respect to the availability and reliability of transmission lines is to prevent unplanned supply disturbances. Glow’s Operation & Maintenance Team therefore constantly monitors our transmission and distribution system, and engages in maintenance activities on an ongoing basis. We use the System Average Interruption Frequency Index (SAIFI), an indicator for ?reliability widely used in the power industry, as one of Glow’s core KPIs (with respect to both our and electricity and steam supply).
To conform to global standards such as the EEMUA 191 and ISA 18.2, we upgraded our Distributed Control System (“DCS”), to avoid false alarms and to help us in identifying issues rapidly.
As Glow has embraced the digital era, we have implemented many digitalization projects to ensure we “walk-the-talk”. For example, ?we have implemented an advanced control system “Balance+” at our circulating fluidized bed (CFB) boilers units. The system employs a machine learning method to optimize quantity and rates of fuel, air, water, and other factors necessary for power ?generation, resulting in better efficiency and reliability of the plant.
Our CSR effort is well aligned with our decision to focus our business development efforts exclusively on “low-carbon” solutions, and with our ongoing focus on energy efficiency. Initiatives such as the “Energy Conservation for the New Generation”, and “Solar for Schools”, which are described hereunder, are good examples in this respect.
We also updated our Conflict of Interests aimed to reduce the opportunity for insider trading. Those changes of policy were communicated to our staff via training and reminders were sent to inform staff the Do/Don’t of specific timeline in order to reduce unintentional violation on our Codes.
In 2014, we joined the Private Sector Collective Action Coalition Against Corruption (CAC) to ?demonstrate that the private sector does not tolerate any corruption activities. We updated our ?policies as well as procedures to align to CAC. We informed Glow staff in mandatory training sessions about the changes and also used multiple communication channels including monitor and projector notification when switched on to remind staff of our anti-corruption effort. We have maintained our CAC-certified company (level 4) since 2016.
In 2017, in order to ensure that all employees will adhere to the Company’s Anti-Corruption Policy, all key ethics policies/procedures i.e. ENGIE’s Ethics Charter, Company’s Code of Conduct, ?Anti-Bribery Policy, Policy for the Prevention of Conflicts of interests, and Insider Trading Policy, were distributed to all employees for signing-off for their acknowledgement. This practice is also enforced for all new employees as well.
In 2017 Glow Group had no cases or incidents of corruption or cases violating laws related to corruption.

Glow is committed to conducting all its activities and operations in strict compliance with all ?applicable laws, relevant rules, and regulations of the countries in which we operate.
Our Anti-Bribery Compliance Procedure, as well as Gifts and Hospitality Procedure (which emphasizes that gifts and hospitality must be made in good faith, be of a professional nature and be linked to promoting Glow’s activities, developing business or improving the quality of working relationships between Glow and its customers and partners), has been reviewed. Any employee who is found to be in willful violation of this policy is subject to disciplinary action as deemed appropriate by his/her Division Head, in consultation with SVP - Human Resources & Administration and/or the CEO.
We take into account the strong focus on ethics at the level of, among others, our parent company (ENGIE), the Federation of Thai ?Industries (FTI), the Institute of Directors (IOD), the Stock Exchange of Thailand (SET) and the Securities and Exchange Commission (SEC).
We promote ethics and compliance awareness among all Glow employees, our executive management, and our board members. Our target is to provide training to all employees on ethics and compliance practices.
Anti-corruption has been a part of our core philosophy. We established our first Code of Conduct in 2005 and we have updated and revised this code several times, including in 2017, to include new clauses such as human rights and anti-bribery which will help us achieve our sustainability goals. To step up our effort and being proactive in our anti-corruption program, we have conducted an ?anti-corruption risk assessment since 2015 and kept monitoring our existing anti-corruption measurements to ensure with all business process owners that there is “zero” corruption in all activities.
We have implemented various improvement projects to our facilities that are directly reducing greenhouse gas emissions (e.g. boiler efficiency improvement). We use state-of-the-art and environmentally friendly technology such as Supercritical Pulverized Coal Boiler Technology, a high-efficiency boiler system that consumes less fuel than conventional boilers, which results in lower emissions and lower energy use. Our replacement of conventional lighting fixtures to LED in our power plants received the formal recognition of reduced greenhouse gas (GHG) under Low Emission Support Scheme (LESS), the scheme of Thailand Greenhouse Gas Management (Public Organization) (TGO-Thailand’s Designated National Authority for the Clean Development Mechanism.
We obtained Carbon Footprint for Organization (CFO) certifications of our carbon footprint, which is an indicator for the quantity of GHG emitted (in tons of carbon dioxide equivalent) from all ?activities of an organization; such as fuel combustion, electricity use, waste management, and ?transportation. Moreover, we are taking steps beyond Carbon Footprint of Product (CFP) certification ?by obtaining the Carbon Footprint Reduction (CFR) label-the label given to a product that ?contributes less GHG than Glow’s local competitors (i.e. baseline emissions). Glow’s electricity, ?steam, clarified water, and demineralized water production from Glow Energy Phase 2 are ?CFR-certified as the first of each kind in Thailand.
In 2017, more of Glow Group’s power plants have been certified of Carbon Footprint for ?Organization (CFO), including Glow SPP 1, SPP 2, SPP 3, Glow Energy Phase 4, Phase 5, and CFB 3, and had received the greenhouse gas emission reduction awards from Thailand Greenhouse Gas Management Organization (Public Organization). The award ceremony helped to honor and encourage entrepreneurs in various business sectors on greenhouse gas emission management and reduction. Glow Group received awards in 3 categories, consisting Carbon Footprint for Organization, Thailand Voluntary Emission Reduction Program (T-VER), and Community Green Community Support Program. Receiving these awards signified Glow’s strong commitment toward greenhouse gas management in accordance with the national standards.
In addition to our low carbon efforts in power generation, our offices have also placed a strong emphasis on activities that reduce GHG. Realizing that recycled paper contributes less GHG emissions compared to virgin paper but recyclability of the paper is reduced significantly when it is contaminated by wet waste or printed colors, we have set a default printing mode as black & white and duplex printing to ensure full utilization of the material. We also have paper bins at all photocopy stations that are available for paper wastes that contain classified materials that are destroyed in a secure manner and unclassified materials that are sent for recycling.
We also support non-operational activities that help to mitigate/reduce GHG in particular our Other Indirect (Scope 3) emissions for business travel and commuting. To reduce our emissions from commuting, staff who work at Glow’s Headquarter receive monetary support for not requesting parking spots at the headquarter. For staff who work at regional offices, we provide shuttle bus services and also bus trips between Bangkok and those regional offices.
Following our official announcement in 2015 that going forward we will not invest in any additional coal-fired units to be added to our generation fleet, we have been focusing our business development efforts exclusively on contributing to the “low-carbon” energy mix in Thailand, with gas-fired units, hydro plants and (non-hydro) renewable projects. In 2017, Glow has taken the first stable steps in Solar Rooftop electricity for industrial customers both inside and outside industrial estate areas.
Starting in 2017, Glow, in cooperation with WHA Utilities & Power and SUEZ Asia, are developing an industrial waste-to-energy (WtE) power plant at the Hemaraj Chonburi Industrial Estate. This industrial waste incinerator plant will be the first of its kind in Eastern Seaboard. We aim for it to play a significant role in the responsible treatment of waste in Thailand that not only utilizes the resource efficiency but also reduces emissions of greenhouse gases (GHG) from waste disposal operations such as landfilling without energy recovery.
We aim to take all necessary precautions to limit occupational accidents and incidents at the workplace. We are utilizing international best practices available through the extensive network of our parent company ENGIE. Such best practices include the reduction and ultimate elimination of the occurrence of accidents and incidents by focusing on a hierarchy of systematic prevention, eliminating the possible causes of accidents, training employees and enhancing vigorous job safety analysis. Glow is extending efforts towards achieving the occupational health and safety principles beyond its own organization and works constructively with our contractors to applying the same standards.
In 2017, we had launched “Safety for School” CSR project to share the knowledge and experience of Glow’s employees in the area of energy and safety with students around our power plants. Apart from promoting the energy efficiency, Glow aims to increase the safety awareness among children, who in turn can become advocates for the issue with their parents and peers. For our pioneer schools, please refer to section “Livelihood of Local Communities”.
We consistently seek to identify significant workplace hazards and appropriately control the risk from them to protect our employees and contractors from inherent dangers. If, despite all our efforts, an incident occurs, we have defined procedures with respect to investigation and reporting. Through an in-depth analysis of possible causes, we aim to identify corrective and preventive actions and to communicate such actions to all relevant parties.

It is our goal to reduce the number of occupational accidents by implementing a Five-Year Safety
Culture Roadmap. We continually measure our safety performance through core KPIs including zeroFrequency Rate of Occupational Accidents (FR) and zero Major Incidents.
In 2017, we have continued progress on our safety roadmap, one way we have done this is by?conductingsafety culture assessment workshops. The workshops aimed to understand the existing maturity level?ofthe?safety culture at the power plant sites in the Group with the following objectives:
???To obtain baseline data and look for directions to improve safe behavior of employees;???To know the level of safety culture, strengths, and weaknesses of the existing management?systems;????To select and implement the right tools and to set priorities for improvements;???To understand the employees’ thoughts and attitude on managing the health and safety system; and???To promote safety awareness and involvement of employees and contractors.
Results and feedback from the workshops and our employees will help us to develop and prioritize?
specific actions needed for safety culture improvements.
Continuing our proud achievement of 2016, Glow has maintained zero Occupational Accident and Major Incident rates despite more than 4-million man-hours working together with our contractors. Correspondingly, all Glow Group’s power plants has received the awards under “Zero Accident Campaign” by the Thailand Institute of Occupational Safety and Health in 2017. We aspire to continue and vigilantly make progress on our safety roadmap to sustain an excellent safety culture in 2018 and the years after.
In addition to the safety performance at power plants, Glow also provides basic safety training to ensure that our members work safely and stay healthy. All Glow employees receive safety training that fits with the nature of their work, ergonomics lessons that are not only covering office tasks but also correct practices outside the office, and first aids skill when they join the organization. Refresher courses are available for staff to improve their knowledge. Those training sessions have yielded outstanding outcomes as our staff has implemented CPR technique and what they ?learned and helped colleagues to remain safe.
Remarkable Day of Lifesaving at Glow SPP 1
In the afternoon of 18th December 2017, a security guard who fell down unconscious with no pulse and stopped breathing while working on-site. He was rescued with prompt operation of CPR, Automated External Defibrillator (AED), and ambulance call by the plant manager and colleagues at Glow SPP 1 plant. The successful ?lifesaving had proved once again the significance of First Aid and CPR training to the rescuers, the witnesses, and all Glow employees.

each year. This helps increasing
a level of confidence to do CPR
and use an AED to save lives.
We support our employees who want to develop their skills in technical, functional and leadership aspects. In 2017, we provided 409 in-house training sessions for 803 employees and sponsored 591 employees for 286 external trainings sessions.
We also track training effectiveness of all training sessions. For example, technical employees who attend the Qualification Program, which is a technical training program, are required to take three tests to evaluate the effectiveness of the training, including Knowledge Test, Practical and Skills Test, and Oral Test. This program, which is one of the elements of advancing into Operational Excellence -the business fundamental of Glow Group, focuses on learning achievement through performance measurement and effectiveness in the workplace, i.e. to perform his/her normal duties safely and efficiently.
To embrace a digitalized era, Glow is moving from paper-based to online training evaluation. We are designing an approach to measure value of those training programs and their return on investment (ROI). This approach will uplift the measurement method of training effectiveness for high-valued training programs. We expect to adopt such approach in 2019 onwards.
Apart from those training sessions, Glow provides resources in Glow’s e-library to help improve employees’ knowledge and ability in various areas, e.g. technical, functional, leadership and soft skills, environmental and safety, innovation, etc. Since the inception of the e-Library in 2012, over 45,000 visitors have visited our e-library on various topics. We are aiming to expand the e-Library in the future.
In 2017, Glow has implemented new people development initiatives to prepare our people for the future. Those initiatives include GLOW - People Development Framework, GLOW - Leadership Model and Knowledge Sharing Portal.
GLOW - People Development Framework has envisioned our ambitions in people development by putting together different people development programs and activities, including development enablement for all levels of employees. We provide all these development plans since we believe that we will not meet economic performance without people performance.
GLOW - Leadership Model reflects a belief that the energy sector is changing fast, and that we need to prepare for the future. Together with our current efforts on improving technical and functional competencies in all functions, our new leadership model provides a simple framework based on three critical areas that will help our company achieve where we want to be; Preparing the Future, Working Together, and Achieving Our Goals. Since the 2nd half of 2017, we have already aligned our leadership and soft skills training programs with this new leadership model.
Knowledge Sharing Portal is our Knowledge Management Digital Platform that aims to exchange ideas, experience and information among our employees. This Knowledge Sharing Portal has helped us promote learning and innovation culture as well as building our future organizational capabilities.
Glow has continued investing into the company internship program “Student Career Experience Program” (SCEP) which aims to develop and increase the capabilities of students who will be able to apply their academic knowledge in the industry and gain practical work experience to prepare them to enter the workplace. In 2017, 19 students from 11 institutions participated in our SCEP Program.
At Glow, we require skilled talents from various fields to meet the growing demands of our business.?We create a work environment where people can realize and develop to their full potential and have rewarding career with the company. We invest into the future of our employees through various learning and development activities.
Our operational and environmental performance meets Thailand’s environmental regulations and any other applicable regulations. Glow strictly follows the environmental impact mitigation and the monitoring measures presented in the environmental impact ?assessment (EIA) action plan. Glow’s Environment, Health, & Safety (EH&S) team report on a bi-annual basis the results of the ?implementation of our action plan to the Office of Natural Resources and Environmental Policy and Planning (ONEP) in Thailand. We ?conform to all of ONEP’s reporting processes and meet all standards established by the environmental regulations, site permits and ?corporate objectives. We respond promptly and effectively to any incident resulting from our operations and in so doing we ?co-operate with industry organizations and authorized government agencies. To ensure quality and reliability of our data, third ?parties assess the environmental performance of our power plants on a regular basis, measuring progress and conducting periodic audits of environmental performance.
Glow is committed to controlling emission levels to meet, and where possible to be below, all applicable standards as well as to fully comply with the EIA and EHIA requirements at all times. We have installed online measurement systems for continuous measurement and control of the source of emissions.
Glow has invested significantly in technologies to reduce NOx, SOx, and Total Suspended Particles (TSP) pollution. We purchase low sulfur bituminous coal with less than 1% sulfur content and use limestone injection techniques in the ?combustion of coal in our circulating fluidized bed (CFB) boilers. GHECO-One, our coal-fired power plant in Thailand, ?incorporates a sea water flue gas desulfurization system to reduce SOx emissions significantly. NOx reduction is achieved in the CFBs by ammonia injection into the flue gas and in GHECO-One by using Low NOx burners and a Selective Catalytic ?Reduction (SCR) unit.
In the Map Ta Phut area, the government has put in place an 80:20 measure in accordance with a resolution from the National ?Environmental Board (NEB), which requires reducing NOx and SOx emissions from existing facilities in order to enable the expansion of existing facilities or the construction of a new plant. In compliance with this rule, Glow has for instance successfully implemented an air emission reduction program at the Glow SPP 3 power plant located in Map Ta Phut Industrial Estate which has enabled the construction of GHECO-One.
Glow’s Community Relations Team engages with local communities and gathers feedback on an ongoing basis. We aim to maintain ?a relationship of trust by practicing open communication with the community, authorities, policy-makers, customers and other ?stakeholders who could have concerns regarding the environmental impact of our business and facilities. Every quarter, we organize a ?tripartite meeting among Glow and key stakeholders to report our environmental monitoring results, new and on-going issues, actions are taken to remedy such issues, and to gather feedback from those key stakeholders.
Government regulations set the mandatory level of our environmental compliance. In our operations?and the development of new business, we take into consideration international best practices and standards. It is our goal to be in full compliance with all applicable environmental regulations at all times. We, therefore, maintain a “zero environmental non-compliance target” on the “fines or non-monetary sanctions for non-compliance with environmental laws and regulations” KPI. In addition, all Glow’s power plants in Thailand are accredited under ISO 14001 Environmental Management System.
The awards were classified into 5 levels (1-5). All Glow's power plants in Map Ta Phut achieved “Level 4 : Green Culture”, which reflects from the environmental concern that was put into practice and has become part of Glow’s corporate culture and performance. Meanwhile, Glow's power plants in Pluak Daeng and Bowin achieved “Level 3 : Green System”, which indicates that we have systematic environmental management (including monitoring, assessment and review for continuous improvement) including well-recognized environmental management award and certificate.
The way forward for Glow is to promote and encourage our stakeholders in the direct supply chain to also recognize and adopt the sustainable development and environmental friendly way of doing business.
In 2017 Glow Group had no non-compliance with environmental laws or regulations.
In addition to our power plants in Map Ta Phut that have all been certified by the Federation of Thai Industries (FTI) in 2016 as “Eco-Factory”, this year all Glow Group power plants, including Glow SPP 11 in Pluak Daeng and Glow IPP in Bowin, had received the Green Industry Awards from the Ministry of Industry.
To meet “Green Industry” requirements means we have strong commitment towards operating our business in an environmentally friendly way to achieve sustainability goals by developing and improving ?continuously on production process and environmental management including corporate social responsibility, both internally and externally, throughout the supply chain.
? Reforestation and Check Dam ProjectAs Glow has comitted to address climate change, we are supporting local tree planting projects to reduce greenhouse gas
emissions that significantly contribute to a changing climate. In addition to the climate benefits, regional watersheds, a vital
resource for human development that are adversely impacted by deforestation, can be brought back to a healthy state through
reforestation. Recovery of the local forest restores habitat loss and preserves endangered species.?
Glow started the reforestation project in 2013 by growing 2,500 trees in the degraded forest of Houay Mahad Hill.? Since the
beginning of the project, we have planted 2,500 trees every two years. We have monitored the growth of the planted trees and
the availability of wildlife in the forest. Monitoring results have been provided by the Community Forest Committee on a yearly

??Teach the Kids (Safety in School)??As experts in the energy business, Glow’s employees have volunteered to share their knowledge and experience in energy and
safety with students in nearby schools. To motivate the students to consider working with us in the future, we have also invited
them to visit our power plants. This project will benefit society by creating energy efficiency and safety awareness to children who
in turn can become advocates for this issue or may become interested in working in the energy sector.
In 2017, we launched a project called “Safety in School” to share our knowledge and expereince in the area of energy and safety with 75 students from Bann Map Toey School and Baan Khao Kansong School in Rayong, and with 70 students from Bann Khao Hin School in Chonburi. This project would protect students from harmful situation and actions and would in turn reduce accidental
rates. We plan to continue this program and involve more schools in the future.
? Energy-saving steam oven ?Glow has provided an energy-saving steam oven for steaming mushroom to Klongsai community
in Rayong province. This oven, innovated by a Glow employee, uses both gas and biomass as
fuel and will save up to 33% of fuel, 33% of water and 50% of time while increase capacity up to
30%. In addition to energy saving, this project also serves self-sufficiency and sustainability
goals of the community. ? ? ? ? ? ?
Improvement of the quality of life?
? ?Solar for schools? ?Glow, together with its parent company ENGIE, have embarked on a new round of support for solar electric systems at off-grid schools and childcare centers along the Thailand/Myanmar border in Mae Sot, with support from the Border Green Energy Team (“BGET”), an NGO based in Mae Sot. BGET also hosted short-term and long-term training on sustainable living and other employment and income generating skills for orphaned refugee children and other marginalized people. In 2017, we supported off-grid schools with solar panels and lighting fixtures that benefit 168 students as well as instructors. ?
? ?Sustainably providing clean and low-carbon energy for people in remote area has always been considered our key initiative, since it matches with our business expertise as well as our most material aspects: Reliable and Sustainable Energy Supply, Climate Change, and Livelihood of Local Communities. Glow’s 2020 goals included the number of beneficiaries of energy-related CSR projects in off-grid areas.
Both the reforestation and check dam building are two of Glow’s recurring projects that come from our commitment to take on the Climate Change, Environmental Management, and Biodiversity issues.
Community relations and development play an important role for Glow not only to obtain a license ?to operate but also to coexist with communities and to maximize the benefits for society. Building ?relationships and maintaining trust with communities requires open communication and engagement. ?Our community relations team proactively communicates with the community through regular visits and meetings.
? ? ??Artificial Reef Installation Project AssessmentGlow launched the “Marine Habitats (Artificial Reef) Installation” project in which 100 units of
artificial reef were released at a site five nautical miles from Payoon-Pala beach in May 2016.
This project was conducted in collaboration with the First Naval Area Command (1st NAC), the
First Office of Marine and Coastal Resources Management, Marine Department, Rayong Provincial
Fisheries Office, Department of Marine and Coastal Resources (DMCR), and local associations
of small boat fisheries in Payoon-Pala beach, Baan Chang District, Rayong.
To measure success of this project, DMCR conducted an assessment on diversity and
abundance of coral and fish communities within the artificial reef area on 31 July 2017. The
assessment result showed that the artificial structure is in good condition with diversified species
of fish, such as yellowtail fusilier, damselfish, red squirrel fish, barracuda, etc.
This project has restored and conserved marine ecosystems, promoted responsible coastal
fishery and prevented illegal fishing.
Once we receive comments/requests of support from communities, we screen those inquiries if they are corresponding to what we consider as material and not in violation of our anti-corruption and other relevant policies. Once those inquiries meet internal review process, inquiries are presented to the management for their final consideration.
We continued in 2017 to carry out community development activities, either by ourselves or in collaboration with business partners and alliances, such as the Community Partnership Association (CPA), Microsoft Thailand, and the First Naval Area Command to ?demonstrate our responsibility towards the community, society and the environment in parallel with the company’s business ?operations. Glow organizes activities aimed at creating benefits to society in three main areas, education, the improvement of the quality of life, and environmental conservation on both local and national levels. In 2017, Glow has participated in 26 community/environmental improvement activities, totaling 1,085 volunteer hours by 180 Glow employees. For 2017 we also continued the Check Dam Project by building 25?check dams on Phudorn–Houy Mahad Hill, in collaboration with
the Baan Chang Municipality and local communities. Apart from the ?environmental advantages of the dams, namely to control
water velocity, conserve soil, and improve land, they also provide economic?benefits to people in surrounding communities by
increasing their income from selling natural products which they can find in the?evergreen forest.

Energy Conservation for the New Generation? ?Glow launched the 2nd “Energy Conservation for New Generation” project to encourage university students to identify innovative ways to use alternative fuels that contribute to the society they live in and to support our business strategy to focus on “low-carbon” solutions, including gas-fired units, hydro plants and (non-hydro) renewable projects
? ?To attract promising young research talent in the engineering field, Glow has invited students of target universities to team up and submit energy-related project ideas to the company. These universities included King Mongkut's University of Technology Thonburi (“KMUTT”), King Mongkut's Institute of Technology Ladkrabang (“KMITL”), King Mongkut's University of Technology North Bangkok (“KMUTNB”) and Khon Kaen University. The team that comes up with the most creative energy saving innovation idea that can be applied in practice can win up to THB 300,000 to implement the proposed project. Eligible projects must be aligned with our “low-carbon” concept that focuses on reducing the impact on climate change and demonstrates innovative solutions.
? ?For 2017, Glow supported the “Developing Energy Storage as Home Decoration” research project proposed by students from College of Nanotechnology, King Mongkut's Institute of Technology Ladkrabang (“KMITL”). The objective of this project is to develop a prototype for an energy storage unit that utilizes local materials and can be modified as decorative unit in household/commercial setting.?
? Primary Care Clinic in Nan Province?Glow, in collaboration with the Office of H.R.H. Princess Maha Chakri Sirindhorn's Projects
(OPSP), has built a primary care clinic and provided medical supplies to 483 hill tribe dwellers in
Baan Pakum, Nan Province. The clinic has been electrified by a 4.86 kW solar system capable
of providing up to 7.30 hours of operation to the clinic. ?
In addition, TOT Public Co., Ltd. provided the tele-medicine system, which uses?telecommunication?
and information technology to provide clinical health care from a distance?and save lives in?
critical care and emergency situations. ? ?

The Board of Directors and Executive Management Committee (EMC) are responsible for the strategic direction of the organization and effective monitoring of performance. The EMC, which as of end of 2017 comprised of six men and one woman, meets monthly to discuss performance and future plans. The Board of Directors, which as of end 2017 was comprised of nine men and three women from five different countries, being Thailand, Belgium, France, Australia and Hungary, meets quarterly, as well as on other occasions, to approve the quarterly operational performance, financial statements, and to provide guidance on strategic matters in the area of sustainable development.
In an effort to go beyond our CSR program and strive further towards sustainability, we have put in place a “Sustainable Development ?Steering Committee”. This Committee defines our strategies and targets in the area of sustainability, and will report to and seek advice and support from the Board of Directors on sustainability-related issues. The steering committee has worked closely with the Sustainability ?Committee. In 2017, the steering committee has announced the “Sustainable Development Plan 2020” to drive our sustainability practices to have more systematic planning with concrete targets.

At Glow, we consider corruption
and bribery as serious matters. Therefore, we have instituted many prevention systems in order to minimize those risks. We are equipping our team with training that clarify
the definitions and good practice guidelines.
ENGIE regards compliance with anti-bribery laws as crucially important and everyone who works for ENGIE is expected to apply the highest standards of integrity to all their activities and to comply fully with the ENGIE ethical principles, policies, procedures and processes.
Glow established its first Code of Conduct in 2005 and we have updated and revised this code several times, to include new clauses such as human rights and anti-bribery which will help us achieve our sustainability goals. Our Code of Conduct (and related policies) sets out ethical principles that guide the work we undertake and our interactions with stakeholders, including government agencies, customers and suppliers, and communities. The principles cover accountability, transparency, integrity, ethical behavior, respect for stakeholder interest, respect for the rule of law and human rights.
Glow’s Ethics Officer ensures implementation of ethical principles in Glow’s development strategies and activities; answers employees’ questions and gives advice on ethics and compliance; runs awareness-raising, training and communication initiatives and identifies the entity’s ethical risks.
To fight against corruption and fraud in all forms, Glow also has an Anti-Corruption Section in every O&M Agreement to ensure that our suppliers comply with Glow’s business practices.

To provide sustainable and reliable energy solutions, we use diversified energy sources, including, hydropower, solar, natural gas and high quality bituminous coal with a sulfur content of less than 1%. Transportation, coal handling and ash management systems ?are efficient and in line with our Environmental Management Systems (EMS). We use a closed coal conveyor system and dust ?suppression devices to prevent dust dispersion.
As part of our plan to diversify fuel sources for electricity and steam generation, and of contributing to waste management of Thailand, we, together with our partners, bid successfully for an electricity generation project using non-hazardous industrial waste as fuel. The project is anticipated to start generating electricity within 2019. Moreover, we are promoting decarbonization and decentralization of electricity-generating through our business development, on-grid solar PV system installed over the rooftop of buildings.
Glow provides electricity to the Electricity Generating Authority of Thailand (EGAT) as well as electricity, steam, clarified and ?demineralized water to industrial customers in Map Ta Phut Industrial Estate (MIE) and Siam Eastern Industrial Park (SEIP). To ensure ?a continuous utility supply, many of our cogeneration facilities are interconnected to each other by high voltage underground ?transmission lines. This is further enhanced by a back-up supply from EGAT and the Provincial Electricity Authority (PEA) for power and package boilers for steam. We are a highly-reliable energy source for our customers due to dedicated (in the case of our facilities in Map Ta Phut, underground) transmission lines and a steam piping network covering the entire service area. This network reduces the risk of supply interruption and pressure loss.
Knowing our value chain helps us to improve our sustainability by increasing opportunities to reduce environmental impact and ?increasing resource efficiency across the entire value chain. By working closely with value chain partners and other key stakeholders we can discover optimal solutions and drive impactful action.

The frequency of contact with each stakeholder also varies according to the nature of our relationship. For example, we participate and response to invitations from NGOs and NPOs if we deem that the request is related to our business. We respond to the request of government authorities during the public consultation period related to laws or regulations that are related to our business. For analysts, we organize analyst briefings on a quarterly basis and make presentation materials available on Glow’s website. Moreover, we organize visits to our power plants for investors as well as the financial institutions.
In addition to such engagement, the company also has procedures that enable internal and external stakeholders to file complaints or make recommendations at all times. The channels or steps to file complaints are as follows:?
1)?The procedure for employees to file a complaint is included in the employees’ manual to inform them of their rights, with complaint and settlement procedures, investigation and verification procedures and protection for informers and relevant parties.?2)?The Ethics Reporting Process is available for all employees and outside stakeholders to file their complaints in the case that a discriminatory or unethical practice is found. The company has a designated ethical officer to be directly responsible for the code of conduct governance to ensure fair treatment to all parties. In addition, we have put in place an “ethics box”. This is a channel allowing “whistle blowing” with respect to any ethical issue that all employees and external parties can access. ?3)?Suggestion Boxes are available for employees to submit complaints and recommendations to the company. Apart from providing channels for receiving complaints, the company has also set a deadline to address an issue. If a complaint is verified and proven to be valid, the company will assign a responsible person to resolve the issue as soon as possible on a case by case basis.
Stakeholder engagement is of the utmost importance to ENGIE group. Preventing conflicts before they happen is good for business, and a good knowledge of stakeholders’ needs helps companies to develop new products and services. We have a range of internal and external stakeholders that we engage through a variety of mechanisms. The frequency of engagement is designed to enable regular communication with stakeholders on key issues and is adapted as needed. By finding out what stakeholders’ needs are, we identify valuable information that will help us to make choices in terms of our future business strategy.
Glow communicates with these stakeholders through multiple channels and always take into consideration transparency and openness. Our Sustainability Committee, for instance, conducts dialogues with relevant stakeholders at regular intervals to identify and respond to their needs and expectations. These regular dialogues allow us to meet the needs and expectations of our stakeholders better.
In conjunction with company-wide stakeholder engagement, Glow has also conducted public participation and stakeholder ?engagement activities during the start of any new power plant. A survey is also conducted once a year on relevant stakeholders (mostly on local communities and representatives of public institutions).
In 2017, a stakeholder engagement plan was carried out to improve our understanding of our stakeholders and their expectations. We engaged with proxies, i.e. our employees who provided inputs that they have received from stakeholders, and local communities who are our key stakeholders. The survey result showed that issues of concern from local communities include economic, environment, health and pollution while their expectations include career promotion, support for local economy and business, environmental care and educational support, such as scholarships, English development activities, etc.
Glow has utilized a stakeholder mapping and management tool developed by ENGIE to map ?stakeholders in relation to issues that matter to Glow. The stakeholder list, originally coined in 2014, was reconfirmed by the EMC in 2017 in order to ensure that we are still in-touch with relevant ?stakeholders. Additionally we conduct surveys as a part of our EIA monitoring process on our ?existing plants. Glow has 18 main categories of stakeholders:

Each reporting year, Glow conducts a formal materiality assessment in accordance with the GRI G4 guidelines to identify and prioritize our primary sustainability issues, as well as associated key performance indicators (KPIs) and targets for improvement.
We have reviewed our list of material aspects that we identified last year and conducted a stakeholder mapping to select issues that are most material to us. The revised list comprises of 20 material aspects, seven of which are considered our most material aspects. This list has also been confirmed by stakeholder engagement process conducted in 2017.
The results of internal and external stakeholder engagement were the primary sources of potential ?material issues as stated in the Material Aspects section. For our next step, the Sustainable ?Development Steering Committee, Sustainability Committee as well as our business leaders reviewed the issues and identified those that are material and therefore to be included in the Sustainability Report, based on the G4 Principles of Materiality and Stakeholder Inclusiveness. Both internal and external factors determine what Glow considered to be material. For each of the material issues, Glow defined the boundary of impact, whether inside or outside Glow and where the impact ends. If the boundary is outside of Glow, indicators are expected to be reported where data quality and availability allow. Finally, the list of material issues and their respective boundaries were reviewed and approved by members of the Executive Management Committee.
All of the above material aspects relate to our value chain. The seven most material aspects are the key elements of our business, requiring our greatest focus to obtain a “social license to operate” from our stakeholders. We have targets in place that have been developed specifically to address each of our most material aspects. Our progress against the targets and the targets and KPIs are provided in the “Most Material Aspects” section.
Glow uses the GRI G4 Guidelines and the GRI Electric Utilities Sector Supplement to inform the materiality assessment process. The materiality assessment sets out the targets for the next reporting year and guides the content of the 2017 Sustainability Report.

Glow strives to develop operational excellence while integrating innovation in all new projects. We study how to extend the useful
life of existing assets or to improve overall reliability and efficiency while reducing operational costs and risks. To be able to supply
competitively priced and reliable products for our customers we make investments in new technologies, in clean energy services
and in the improvement of capacity and distribution networks.
? ? ? ?Risk Management
Our risk management system is designed to enable risks to be identified, understood and managed so that we can deliver safe and
strong operations. In addition to monitoring compliance, we also design and conduct risk assessments. Identified risks are monitored
continuously. The outcome of risk assessments are discussed during the Board’s meetings and monthly management meetings.
As a publicly-listed company, we have established an Audit Committee as a permanent committee comprising directors from
the Board of Directors. The Audit Committee assesses the adequacy of Glow’s existing internal control systems to ensure the
effectiveness of all operational and financial controls. Also, Glow has an Internal Audit Department that formally reports its findings
and recommendations to the CEO and the Audit Committee at least four times a year.
One of the most significant risks to Glow are fluctuations in fuel costs (coal and gas), which account for about 80% of our operating
expenses. Fuel costs are linked to market fluctuations, and Glow aims to manage fuel cost risks by designing contracts as a
“pass-through” at contracted heat rates.
??Glow has also considered the risk of climate change and regulations on mitigation on electricity-generating sector as one of emerging
risk issues towards the company’s operational and potential impacts from international and Thailand’s future regulations. Moreover,
we face another emerging risk after the Royal Thai Government has set an overall national reduction target on GHG emissions as
promised at COP21.
In response to this, Glow has created a GHG Mitigation Plan as follow:1. No new coal-fired power plants;2. Business expansion in low carbon energy technology, including distributed solutions (e.g. roof-top solar);3. Improvement of capacity and efficiency of the existing plants by implementing Balance+ system at CFB units. For more details

Glow is susceptible to face crisis situations in its economic and industrial activities, which may be difficult to control. Glow has
established emergency,security and communication procedures to be able to deal with these circumstances. These procedures
are designed to set out general operating principles, roles and responsibilities of the various participants and a dedicated emergency
management working team.
Glow is equipped with a warning, analysis and decision-making management system that determines how, and at what strategic
level, to handle the crisis. The efficiency of the management system and the structured processes (emergency plans, business
continuity plans, etc.) are regularly assessed using internal checks and appropriate training exercises.
In the case of a crisis or emergency situation, such as an accident, a protest or disturbances that can have an impact on the
reputation, operations or activities of Glow, we follow the Emergency Communication Procedure for effective communications.
In 2017, Glow Rayong Facilities and the port operators in Map Ta Phut joined the First Naval Area Command (1st NAC) and 12
companies in Map Ta Phut to organize the 4th Map Ta Phut port protection practice, in accordance with the International Ship
and Port Facility Security (ISPS Code) in Map Ta Phut Industrial Port Zone under the codename, NASMAX 2017.?
The operation aimed at strengthening cooperation among government authorities, local organizations, and private ports in case of
potential threats. During the drill operation, the 1st NAC conducted the armaments and vehicles movement of the naval force units,

? ? ? ?Supply Chain Management -Feedstock
Effective feedstock management is a critical part of our operations. Glow has two major feedstocks, being natural gas and coal.
Natural gas is supplied by PTT through pipelines while our coal, although procurable through various suppliers, is currently imported
from Indonesia via sea transport. Risks in the procurement and in the transport of both fuel sources exist but careful selection of
our suppliers can minimize this.
As PTT is the sole distributor of natural gas in Thailand, we rely on PTT’s ability to procure gas and supply it to its customers (both
in terms of volume and quality), while keeping up the maintenance of the distribution system to prevent the risk of an explosion.
Glow works together with PTT on any required maintenance of the distribution system and assigned Eastern Fluid Transport Co.,
Ltd. (EFT), an entity of the Industrial Estate Authority of Thailand (IEAT) that oversees pipelines and pipe racks in Map Ta Phut, to
monitor and maintain our gas pipelines and pipe racks.
Our coal value chain deals with good mining practices, the quality of coal, the transportation means, the shipment delivery
schedule and the control of dust dispersal during unloading. We strictly follow international standards both for society and for the
We use bituminous grade coal with low sulphur in our facility to reduce the impact on the environment. We also require that our
coal suppliers strictly follow the coal specifications that we set to ensure that we can control the emissions at our stack and that
they spray dust suppression chemicals on their coal to prevent dust dispersion during discharging. Concerning the transportation
of coal via sea, we require documentation from our suppliers to ensure that the nominated vessel’s age is not over 15 years to
reduce the environmental risks of pollution.
To ensure the reliability of our coal supply for our cogeneration business we have entered into a long-term coal supply agreement
with Banpu International and a medium-term coal supply agreement with a few international and Thai coal suppliers. The coal risk
management policy for our circulating fluidized bed (CFB) boilers is to diversify our procurement to at least three contracts with
different expiry years, subject to market conditions.

Glow is committed to ensuring the satisfaction of industrial customers by providing effective account management and
communication. It is our responsibility and objective to efficiently manage all industrial customers’ complaints and any incidents.
We implement stringent regulations to ensure customer satisfaction, to maximize retention and to attract new customers. We are
committed to a program of continuous quality improvement.
All cogeneration resources within Glow’s Rayong facilities are interconnected with each other by high-voltage underground
transmission lines to ensure the reliability of energy supply for our industrial customers. An Industrial Customer Relations (ICR)
Team provides a single contact point for services to industrial customers, thus ensuring a smooth and speedy management of any
Regarding reliability performance, we were able to maintain the System Average Interruption Frequency Index (SAIFI), which is one
of Glow’s core KPIs, at 0.24 in 2017. Our target is to keep SAIFI at less than 0.4.? ?

Glow has internal systems of rules and practices by which the company is governed. We continually update the company’s
relevant guidelines, rules and regulations and we exercise compliance with those guidelines and rules in order to have a qualified
Board Structure in place. Our composition of the Board of Directors is highly effective, including a mix of directors with diverse skill
sets, expertise and experience to fulfil essential oversight roles.
Having a breadth and depth of experience allows the Board to provide advice on a wide range of the Glow’s business issues. An
adequate number of independent directors helps us bringing in objective scrutiny on behalf of the shareholders and to be
available in case there are concerns that cannot, or should not, be addressed by the Chairman or Executive Directors.

Our Supply Chain Department commits to support operational excellence by providing high-quality, reasonably priced and on-time
purchased goods and services. Our aim is to create a more efficient purchasing process from our current pace of 45-60 days to
15 days; excluding the Internal Power of Attorney (IPOA) approval time.
To ensure that we are a reputable Supply Chain Department, we work strictly on the corporate Procurement and Purchasing Policy.
Glow always provides suppliers with accurate information and works with suppliers in a fair, transparent and impartial way to provide
the same degree of information to all suppliers involved in a particular bidding. We have set clear criteria for selecting prospective
suppliers and awarding contracts, particularly with transactions equal to or greater than THB 2 million.
In 2017, we also organized a Contractor Safety Day to improve the health and safety of our supply-chain.?
? ? ? ?Tax Paid to the Government
Glow Group’s Tax Policy is set to comply with tax laws and the regulations for Thailand and Laos where Glow Group operates. All
accounting team members are required to have tax knowledge and to keep informed of tax rules. Glow Group appoints a tax
advisor on a case-by-case basis. On a yearly basis the tax advisor reviews the corporate income tax to ensure the Group
undertakes tax matters in accordance with tax laws and that yearly tax return computations are accurate.

Glow aims to meet all standards established in environmental regulations, site permits and corporate objectives. We respond to any
incidents resulting from our operations that impact the environment. Our target is to receive zero non-compliance complaints from
the environmental regulators and ISO 14001. Glow’s long-term goal is to measure progress continuously and to conduct periodic
audits of our environmental performance to identify opportunities to improve our business processes continually and to maintain
transparent communication about our environmental performance to our interested parties.
? ? ?Biodiversity
Glow has mapped out numerous biodiversity mitigation activities and put them in place to prevent, correct and mitigate impacts
arising from its operation on the ecology and biodiversity of sea water sources. Those activities include providing support to
ecosystem conservation activities, such as mangrove reforestation; monitoring the strainers at sea water pumping points regularly
to minimize the volume of aquatic life that mixes with sea water in the cooling system; monitoring the sea water coolant?
temperature?before discharging it into the sea; and conducting a collaboration project with fishery groups and academics to ?
increase?the?population of aquatic animals.

Glow monitors the environmental performance of each power plant site on a regular basis before obtaining permits for the
collection, storage and transportation of industrial waste and by-products that are generated by Glow’s activities for treatment
and disposal as specified by laws to prevent environmental impact. We promote environmental awareness among our contractors,
suppliers and customers.?
Glow has established an “Industrial Waste Management Procedure” which is implemented across all plants. We obtain a permit
from involved authorities before all types of waste or unused material is to be transported out of the premises. Every waste disposal
operator and transporter for hazardous waste and non-hazardous waste must be evaluated and approved by Glow prior to
In 2017, Glow, in collaboration with Chulalongkorn University, has conducted a feasibility study on the utilization of bituminous
coal ash in ceramic pottery products. The study, which is expected to be completed by March 2018, will give Glow a more efficient
method for waste management if proven to be effective.? ?

Glow endeavours to limit environmental impact from the use of oil and chemicals in the production and maintenance processes.
Water contaminated by oil is treated and the oil is removed before being discharged while water quality is constantly monitored and
recorded at the point of discharge in accordance with the requirements of Environmental Impact Assessment (EIA) and
Environmental Health Impact Assessment (EHIA).?
Glow promotes and implements efficient water savings and proper use of natural resources in line with the National Energy
Conservation Policy and the Enhancement and Conservation of National Environmental Quality Act B.E. 2535, based on the 3R
principles (Reduce, Reuse and Recycle). Run-off from the coal pile area as well as other service water is treated and collected in
a retention pond before being recycled back for dust suppression.

This report details our performance during FY2017 (January 1, 2017 to December 31, 2017) across the seven areas that form the basis of our Sustainability Program. We drew on a wide range of inputs to develop a view on what matters to our internal and external stakeholders. We have taken steps to ensure that the quality of the information contained in this report is reliable. Our senior management reviewed and agreed on the seven most material issues for this year. All data collected for this report is internally verified and signed off by each department head of assurance.?
This is the fourth year that we are reporting in accordance with the GRI G4 reporting guidelines. In the following year, we will switch to using the latest GRI Standards that has replaced GRI G4 in 2018.? We expect to continue to improve the robustness and depth of our reported data over time.
